ts: Matric plus a relevant National Diploma (NQF Level 6) in Finance or Bachelor of Commerce: Financial Management or equivalent qualification related to the field as recognized by SAQA. 3-5 years appropriate/ relevant years of experience in government financial administration environment. Code 8/10 valid driver’s license with no criminal record or cases pending against you. Knowledge and Skills: GPG and Departmental policies and procedures. Knowledge of Public Service Regulatory Framework. In-depth knowledge of the Division of Revenue Act, PFMA, Treasury Regulations, AND Supply Chain Management Framework. Delegation of authority about the Department of Community Safety. Understanding of the Department’s strategic objectives. Knowledge of BAS, PERSONAL, SAP, and other information management systems. Public service budget process. Interpreting and evaluating information. Customer relationship management. Verbal and written communication. Organizing and maintaining information. Duties :

  • Ensure the implementation of departmental MTEF budget control process; Provide support in coordinating and facilitating the budget and budget adjustment process. Prepare a budget in terms of treasury guidelines. Support responsibility managers on budget-related matters and cost of activities. Providing support and advice to the budget holders in finalizing their inputs. Assisting in the coordination of budgetary inputs for the department. Ensure that the information from an internal budget template into the treasury database. Identify and correct all errors detected during the capturing process. Ensure that the shift/virements are captured accurately into the treasury database. RLS01 with complete and correct SCOA allocation; Ensure that the allocation checks whether the budget codes and items are correct. Ensure that all RLS01 are received by the finance unit in the commitment register. Monitor all of RLS01 submitted to Supply Chain Management whether the purchase order has been created or not and update the register. Monitor the commitment register by ensuring all RLS01 is submitted to the SCM demand unit for processing, constantly doing follow-ups, and checking if goods or services were procured at stipulated submitted RLS01. Ensure that all RLS01 submitted to the SCM demand unit have the PO’s numbers and if goods were delivered must be accompanied by RLS02 as a piece of evidence that goods or services were received. Prepare budget monitoring session; Ensure that the expenditure files are prepared every week. Ensure that the expenditure on the budget monitoring template is according to BAS reports after the BAS month closure. Ensure that the pack for budget monitoring sessions is prepared and submitted to the relevant budget holders two days before the date of the budget monitoring session. Ensure that budget-related matters arising from the budget monitoring session are resolved within two days and the feedback on the next meeting. Monitoring expenditure trends and advising senior managers of variations from the budget report on budget deviations. Prepare internal and external expenditure reports; Ensure that the Ad-hoc, monthly, quarterly, and monthly reports are prepared. Request BAS reports after the month’s closure. Ensure that the information in internal template reports as per BAS reports is accurate. Submit the completed template to the supervisor to be disseminated to the internal and external stakeholders. Supervise resources (Human/ Assets/ Finance); Responsible for coaching, discipline, and mentoring of staff to improve performance. Examine the performance of staff and ensure assessment of their performance. Provide input in the drafting of the budget in the section. Compile various reports and statistics for the section. Administer leave of sub-ordinates
